Streszczenie
W przedstawionym artykule autor prezentuje zagadnienie strony w postępowaniu odwoławczym.
W tym zakresie autor analizuje uprawnienia stron oraz podmiotów na prawach strony w postępowaniu odwoławczym. Za cel artykułu obrano w pierwszej kolejności opracowanie zagadnienia “wszystkie strony”, które jest w doktrynie oraz judykaturze interpretowane odmiennie. W toku analizy autor wskazuje na kwestie, które w istotny sposób mogą wpłynąć na możliwość zastosowania przez organ administracji publicznej z instytucji autokontroli. Konkludując rozważania autor prezentuje zarówno własne, jak i zaprezentowane dotychczas w piśmiennictwie i orzecznictwie poglądy. Uzasadniając słuszność przedstawionego stanowiska, przytacza argumenty zaczerpnięte z dotychczasowej praktyki.

Author presented in the article the issue of the party in the appeal proceedings. In this respect, the author analyzes the rights of the parties and entities with the rights of the party in the appeal proceedings. The aim of the article was first of all to develop the "all sides" issue, which is interpreted differently in the doctrine and judicature. In the course of the analysis, the author points out issues that may have a significant impact on the possibility of the self-regulatory body applying the institution to public administration. In conclusion, the author presents his own views as well as presentations presented in the literature and jurisprudence. Justifying the validity of the presented position, he cites the arguments taken from his current practice.
